Susan Ness is a distinguished fellow at the Annenberg Public Policy Center of the University of Pennsylvania, where she leads the Modularity Project — a co-regulatory approach to enable greater alignment among democracies on digital governance, despite different legal systems and digital regulatory frameworks. Previously, she convened the Transatlantic High-Level Working Group on Content Moderation and Freedom of Expression (TWG), which published a frequently-cited report on content moderation and freedom of expression, together with 14 briefing papers. Susan also is a nonresident senior fellow with the Atlantic Council, working on transatlantic digital policy, and a principal of Susan Ness Strategies, a tech policy consulting firm. She is a former member of the Federal Communications Commission, where she focused on digital transformation; implemented the 1996 Telecom Act, which introduced competition to video and telecoms; and initiated spectrum auctions. She currently serves on the board of Vital Voices Global Partnership, an NGO that identifies and assists women leaders working to improve the world, and previously served as vice chair of the Fulbright Foreign Scholarship Board. She serves on the World Economic Forum Global Coalition for Digital Safety. In 2008 she co-led the Obama-Biden Transition FTC Review Team.
