The Optimization Trap: Efficiency, Complexity, and the Erosion of Systemic Resilience

This multidisciplinary conference will address a fundamental paradox confronting modern socio-technical systems: the relentless drive for hyper-efficiency, real-time algorithmic optimization, and how the elimination of “waste” is systematically stripping out the structural margins and friction necessary for resilience.

For the past year, the Silicon Flatirons Spectrum Policy Initiative has focused on two aspects of spectrum management: (1) opportunities for increased efficiency through reconsideration of the International Table of Frequency Allocations; and (2) mounting threats to resilience and security in our wireless networks.

This agenda aims to merge these threads by applying an objective amicus curiae lens to the structural crossroads of efficiency and resilience: how the relentless push for real-time algorithmic optimization across computing architectures, the physical layer, economics, and national defense is stripping out essential structural margins — creating brittle systems prone to cascading failure. We are structuring the narrative arc across three core pillars: architectural fate-sharing, physical-layer headroom, and the institutional/economic value of friction.
