T-Mobile — Vice President, Engineering and Technology Policy



As Vice President of Engineering and Technology Policy at T-Mobile, Tom Dombrowsky is responsible for developing and advancing the engineering and technological elements of T-Mobile’s wireless, wireline, network, and electromagnetic spectrum policies. He manages a team of technical experts focused on achieving the company’s policy goals, including ensuring T-Mobile has access to sufficient spectrum as it deploys the next generation of broadband services, satellite policy, network management, artificial intelligence, public safety and resiliency, and cybersecurity and national security.

Prior to joining T-Mobile, Tom served as a Senior Engineering Advisor with the law firms DLA Piper LLP and Wiley Rein LLP where he provided technical advice and guidance to clients concerning wireless spectrum matters. Tom is recognized as a technical expert with respect to wireless/spectrum issues and is a member of the Commerce Spectrum Management Advisory Committee (“CSMAC”) that advises the Assistant Secretary for Communications and Information at the National Telecommunications and Information Administration on a broad range of spectrum policy issues. Previously, Tom held several positions within the Federal Communications Commission’s Wireless Telecommunications and Private Radio Bureaus. During this time, he focused on commercial mobile spectrum policy and licensing matters. Tom has a Bachelor of Science in Electrical Engineering from Lehigh University.
